MINISTERS have been urged to tighten up checks on violent and sexual criminals before they are released, to reduce the risk of reoffending.
Brigadier Hugh Monro, Her Majesty's Chief Inspector of Prisons for Scotland, recommended that Multi Agency Public Protection Arrangements decisions should always include assessing the risk of serious harm they continue to pose.
