THREE of Edinburgh's neighbouring councils will today launch a legal challenge to try to stop the city's congestion charging scheme in its tracks.
However, no judgment is expected by the end of the initial two- day hearing tomorrow, so the case could overshadow next week's tolls referendum. Four days have been allocated for the hearing to continue, starting from 15 March.See the full content of this document
