THREE of Edinburgh's neighbouring councils will today launch a legal challenge to try to stop the city's congestion charging scheme in its tracks.

However, no judgment is expected by the end of the initial two- day hearing tomorrow, so the case could overshadow next week's tolls referendum. Four days have been allocated for the hearing to continue, starting from 15 March.
