SCRAPPING council tax and replacing it with a local income tax would severely damage local democracy, be difficult to implement and be just as unfair, Scotland's senior council executives have warned.

A committee set up by the Executive last summer is currently examining local government finance amidst growing controversy over the fairness of the current system of council tax. But The Scotsman has learned that a submission to the Independent Review of Local Government Finance, from the body representing the 32 council chief executives, expresses powerful opposition to any moves towards a local income tax.
