JOHN Swinney, the SNP leader, predicted yesterday that the council tax would finish off the Labour Party as he unveiled plans to replace it with a local charge based on ability to pay.

Mr Swinney compared the council tax to its predecessor, the poll tax, which the Conservatives were forced to scrap after massive protests north and south of the Border.
