OF THE many issues that jostle for priority in the new year, few have a greater claim for urgent attention by parents, police and politicians than the shocking increase in under-age drinking.

An investigation by The Scotsman reveals examples of children as young as ten being arrested by the police for being drunk in public. Frontline workers say the phenomenon is far worse now than a decade ago, with primary school pupils found in the street after drinking so much alcohol they are out of control.
