TONY Blair's decision to hold a referendum on a constitution for the European Union could destroy the charter altogether, experts claimed yesterday, as other European leaders digested the announcement.

By bowing to public demands for a poll, the Prime Minister has opened the floodgates of political pressure for referendums in other countries in Europe. Neil Kinnock, Britain's senior European Commissioner, criticised Mr Blair's decision, accusing him of acting in response to political circumstances and warning that a No vote could damage Britain's position in the EU.
