THE Scottish Executive came under fire yesterday after the publication of a new report into the way taxpayers' money is invested in public services.

A paper by Professor Arthur Midwinter, a leading expert in public finances, said that although spending on infrastructure in areas such as health, education and transport had increased, the Executive had no clear commitment to future rises and had no long-term targets.
