A SENIOR Labour MSP has backed SNP calls for new powers for Holyrood to be handed over as quickly as possible.

Lothians MSP Lord George Foulkes, a former Scottish Office minister, broke ranks with his party yesterday by saying that powers proposed in the Calman Commission report over issues such as drink- driving and speed limits and air guns should be transferred to Holyrood without delay.
