THE Scottish Parliament is to withhold GBP 6,000 of a GBP 25,000 retirement grant to be paid to Keith Raffan, the former Liberal Democrat MSP who resigned after his massive expenses claims were revealed.
Holyrood's governing corporate body will retain the money until Mr Raffan properly explains the huge mileage claims he made while he represented Mid Scotland and Fife as a list MSP. Mr Raffan, 56, who was previously a Conservative MP at Westminster, is entitled to the GBP 25,000 grant - half his final salary of around GBP 50,000 a year - because he has proved to the parliament's authorities that he is retiring on the grounds of ill health.
