HAROLD Macmillan once exclaimed that what made governing an art rather than a science was the frequent occurrence of the unexpected and unplanned "event". For this reason, no Holyrood Cabinet minister can be blamed for a world recession, or a meteorite striking Edinburgh. However, when a Scottish problem is flagged up by everyone concerned for years in advance and the Executive chooses to do nothing about the warning, then we are in very different political territory.

Yesterday, the head of Strathclyde University announced that he was being forced to cut 250 jobs in order to balance the books, following last year's UK deal on lecturers' pay. Last week, Dundee University announced it was axing 100 jobs for the same reason. This is only the beginning of a wave of catastrophic cuts in the fabric of Scottish higher education. And the Executive was forewarned in time to stop it happening.
