ISRAEL'S right to protect its own citizens from violent attack goes without saying. And it is impossible to deny the indiscriminate terrorist attacks launched by Hamas against Israel over the years - using everything from home-made rockets to nail bombs exploded on school buses. However, even the Old Testament limited legitimate retaliation to an eye for an eye.

The charge against Israel is that its military incursion into the Gaza Strip, purportedly to stop Hamas militants firing rockets into neighbouring Israeli towns, has gone beyond all bounds of proportionality - a charge borne out by yesterday's shelling of a UN- run school in which 350 Palestinian civilians had sought shelter from the fighting outside. At least 40 people, many of them children, were killed in the attack.
