A SPECIAL summit to select the new president of Europe will be held on November 19, it emerged yesterday, as two British politicians ruled themselves out of a top job in Brussels.
Leaders of 27 member states will meet next Thursday to thrash out who should hold the first permanent role as president of the European Union Council and who to appoint as foreign minister.See the full content of this document
