WHAT constitutes a reliable barometer of business confidence? And could a composite index be created that is a reliable predictor of business activity and growth in Scotland?

A "super index" would be of potentially great value. It would help entrepreneurs to know with greater certainty whether the climate is right for investment. And it would help policymakers to identify areas where official intervention - or non-intervention - might be conducive to business confidence.
