THE Calman report into devolution and its impact on Scotland runs to nearly 300 pages, but there are some interesting comments on agriculture and its relationship with Whitehall. Agricultural policy is a devolved matter, but the same does not hold true for animal health and welfare and the corresponding budget. However, Sir Kenneth Calman makes it clear there should be a fresh appraisal of this issue.

James Withers, the chief executive of NFU Scotland, said: "The report's backing for this is welcome. Since devolution, there has been tension over the UK government's positions in agricultural negotiations in Europe. The line pushed by UK ministers has, at times, flown in the face of the positions of the devolved administrations and industry.
