This week the Conservative shadow chancellor, Oliver Letwin, dangled the considerable carrot of an extra GBP 800 a year for those earning between GBP 36,000 and GBP 40,000. Letwin is considering moving the threshold for higher-rate taxpayers up by GBP 4,000 - a move he claims would make about 1.4 million people better off.
