THE Scottish Executive is set to escape a huge fine and a European legal reprimand over the Holyrood construction fiasco, despite admitting mistakes were made during the building of the parliament.
Although the UK has conceded that European Union competition rules were broken in the awarding of key contracts for the GBP 431 million project, the European Commission will announce as early as today that an 18-month inquiry is to be dropped without further action.See the full content of this document
