A CONSERVATIVE promise to spare seven out of ten workers from the government's planned rise in National Insurance (NI) has been derided by Gordon Brown as a "panic measure" that would damage the economy.

Axing part of the rise planned for next April would save basic- rate taxpayers up to GBP 150 a year and cut employer contributions, the Conservatives said.
