THE decision by global drinks giant Diageo to reject the Scottish Government's proposal, which it hoped would avoid the closure of the company's Kilmarnock bottling plant and Port Dundas grain distillery is, first and foremost, a devastating blow to the 900 workers set to lose their jobs.
