FOR Scotland's nomenklatura, it has come as something of a culture shock. The mandarins, bureaucrats and quangocracy are used to changes of ministers. They come, they go, not much changes. Until now. It happens like this: minister enters meeting room. Cue shuffling of paper and expectant hush. Minister looks around and, instead of making an opening statement, whips out a laptop. Rubbing his hands together in motivational-guru glee, he shouts: "Let's get mind-mapping."
