Summary
Like so many things, it began as a PR stunt. The Second World War was raging and fashion was not a great priority when the International Best Dressed List was launched as a way of boosting the image of the flagging design industry. Yet despite its troubled birth, the list has endured as one of the highlights of the fashion calendar.
The idea was a simple one: in 1940, Eleanor Lambert, a fashion publicist, was hired to raise the profile of American designers by the New York Dress Institute. Her response was to send out ballot papers to more than 1,000 'qualified voters'.
