MICHAEL Howard suffered a humiliating defeat yesterday in his bid to strip grassroots members of the final say over his successor as Conservative leader.

A ballot of the party's 1,133-strong electoral college failed to secure the required vote for a change. The proposal did secure the necessary two-thirds majority among MPs, but the party's senior activists narrowly failed to reach the same target.
