PRESSURE was mounting on Peter Peacock, the education minister, last night over the Scottish Executive's commitment to cutting class sizes after it emerged headteachers may be given the final say on pupil numbers.

The coalition deal struck between Labour and the Liberal Democrats after last year's Holyrood elections contained a clear pledge to reduce maths and English classes in the first two years of secondary school to a maximum of 20.
