BYZANTINE is not an adjective that flatters. It describes a labyrinthine, even impenetrable administrative system of a kind too familiar in modern Britain. The word derives from Byzantium, the name of the ancient city that in 330 AD Constantine chose as the site of his new capital of the Roman Empire in the east.
